· Endorsement briefing

European Council endorses the file.

36 hours after the Commission proposal published, heads of state met in the European Council and endorsed the "One Europe, One Market" agenda, naming the 28th regime a 2026 priority. The endorsement does not bind ministers in the negotiating Council, but it makes the political cost of slowing the file higher. Source.

Commission publishes COM/2026/321.

The Commission published the EU Inc. proposal alongside an annex, factsheet, and impact assessment. Six confirmed items in the text (regulation not directive, registration target, digital procedures, share classes, EU-ESO, simplified winding-up). Four open items for negotiation. Source.

Parliament adopts pre-proposal recommendations.

Procedure 2025/2211(INI). Parliament's pre-proposal recommendations to the Commission set out what the legislature wants to see in the eventual draft. The Commission's published text two months later reflects most of these positions. Source.
